Position Overview: Senior Finance Officer
The Senior Finance Officer will play a pivotal role in supporting the Finance Manager by ensuring the smooth operation of the finance office in Kabul. This role requires someone with strong financial management skills, a keen eye for detail, and experience in maintaining compliance with financial policies and donor requirements.
Key Responsibilities:
Financial Management & Accounting

Assist the Finance Manager with day-to-day financial operations to ensure the accurate and timely processing of financial transactions.

Oversee the preparation and entry of financial data, including journal entries, vouchers, and receipts in QuickBooks, ensuring accuracy and completeness.

Review field office financial reports and documentation, providing guidance and technical support to improve compliance and accuracy.

Monitor and reconcile income and expenditures, ensuring they align with DHSA’s financial policies and donor requirements.

Ensure proper filing and maintenance of supporting documents for both internal and external audit purposes.

Ensure compliance with national tax laws by preparing and processing tax-related documentation.

Organize and facilitate training sessions for finance staff on reporting, accounting standards, and audit preparation.
Budgeting & Financial Planning

Assist in preparing and reviewing project and organizational budgets in coordination with other departments and the Finance Manager.

Monitor budget utilization across various programs, alerting the Finance Manager of any potential risks related to over- or under-spending.

Prepare monthly financial summaries and projections to assist in decision-making and cash flow management.

Support financial forecasting and ensure expenditures remain within approved budget limits.

Track funding disbursements and expenditures to ensure alignment with donor agreements.
Reporting & Audit Support

Contribute to the preparation of periodic financial reports (monthly, quarterly, semi-annual, and annual) for both management and donors.

Reconcile accounts regularly, ensuring accuracy between ledger balances, bank statements, and field reports.

Support the Finance Manager during internal and external audits by providing necessary documentation and explanations.

Review project-level financial reports to ensure consistency, accuracy, and compliance with donor requirements.
Coordination & Support

Work closely with administrative and logistics teams to ensure smooth financial operations related to procurement and payments.

Conduct field visits to monitor financial procedures, provide on-site support to field accountants, and verify compliance with financial regulations.

Contribute to cost analysis and financial assessments for new project proposals.

Help identify potential financial risks and assist in developing mitigation strategies.

Ensure confidentiality and integrity of financial data and related information.
